John Cena's absence from WWE storylines has not been explained within the confines of those storylines as of this writing. WWE has acknowledged that Cena is taking "personal" time off. I guess he's "MIA" until WWE addresses it, if they even do, from a storyline perspective.

It appears to be The Semi-Finals and Finals will be held at the PPV next Sunday.
I don't understand why WWE didn't rush the likes of Chris Jericho and Rob Van Dam back to TV with everyone else hurt?
There are a few reasons. One, they were overseas on a UK tour and there's no way they could have gotten work visas for them between Thursday and the following Monday when Raw was taped. Secondly, Jericho was off at sea, literally, as his band was performing on a Kiss-themed cruise.
I see Bam Bam Bigelow was just added to the WWE 2K16 videogame roster. Since Bam Bam is deceased, does a relative or anyone collect residuals from this?
WWE would have had to negotiate with Bigelow's estate and payments from the game would go to his estate as well.
How can Tommy Dreamer use the House of Hardcore name since that was the name of the old ECW school and WWE owns the rights to ECW?
Very simply, the House of Hardcore name was not part of the assets that WWE bought when they purchased ECW, so it was out there for anyone to use. So, Dreamer used it.
