LAW CREATED IN HONOR OF ZEB COLTER'S GRANDDAUGHTER ONE STEP AWAY FROM BECOMING REALITY

Amelia's Law, a law that would allow Tennessee judges the ability to order drug and alcohol offenders to wear transdermal devices that would detect whether they have used alcohol or drugs, is one step away from reality.

The bill has been passed by both the Tennessee Senate and House of Representatives. It has one step left - for Governor Bill Haslam to sign it into law.

The law is named for the granddaughter of Wayne Keown, professional known in the pro wrestling world as Dutch Mantel and currently, Zeb Colter in WWE.

Amelia Keown, who was 16 at the time, was killed while driving home from school to retrieve pom-poms for cheerleader practice in August 2012. She was hit head on by a parolee who was speeding trying to outrun the Tennessee Highway Patrol. Both died from the crash. Toxicology reports found he was under the influence of drugs and alcohol. Amelia was wearing her seat belt and driving the speed limit and was not in any way, considered to be at fault in the crash.

Once it is passed, it would allow Judges to order that a device be placed around the ankle of those involved with drug or alcohol related crimes. Once wearing the device, if the person consumes alcohol or drugs, the monitoring technology would detect the usage and send an alert to a supervising officer. The theory is that by using such technology, it can help prevent authorities police parolees and help prevent the series of events that caused Amanda Keown's death.
