Anvil's reps are talking pure semantics. By legal definition, Jim Neidhart was indeed arrested. He just wasn't "cuffed and stuffed." Here in Florida, a DWLSR (driving while license suspended or revoked) is a first degree misdemeanor. The observing officer has the discretion to arrest on site or issue a notice to appear. Neidhart was at the time given a notice to appear and did not comply.
As evidenced by the booking info issued on his HCSO mugshot and website, a capias (warrant for his arrest) was issued for failure to appear. Rather than be apprehended, Neidhart turned himself in, was booked,photographed, fingerprinted and now forced to secure his appearance with a $750.00 cash bond ($500 for DWLSR and $250 for operating an unregistered vehicle).
By the definition of the Florida legal system, he was arrested.
