Why in the world is there an XFL Hall of Fame?
It's a promotional vehicle to create interest in the forthcoming XFL documentary from ESPN.
I'm interested in subscribing to the World Wrestling Network in order to watch it on my Roku device but I'm confused on how to do so I've checked their website but I found it confusing. How do I subscribe?
You subscribe via their website. You download their channel on Roku. You then connect the accounts.
I see people hoping for a Balor return at the Rumble, but isn't he automatically due for a rematch, or does it not count if he relinquishes due to injury? I know the simple answer is "whatever the WWE writers," but I just wanted to know if there was an actual rule for this.
Balor is due for a rematch if the storyline calls for it. You have to remember that when it comes to WWE, they will change their rules and stories to suit whatever they are trying to present at the moment. There only rules are whatever WWE creative wants there to exist as a vehicle to help tell their storylines.

I like the idea of Undertaker winning. He's going to be the one that the crowd loves anyway and it's not going to hurt Cena.

How long before WWE has a Japanese tournament to crown a champion there?
I'd say within a year to 18 months. If I was WWE, I'd go about acquiring one of the smaller promotions there. They could underwrite it and then for bigger shows, send names like AJ Styles and Shinsuke Nakamura who mean something in that market to help make them a grander presentation.
